This document defines the functional and architectural requirements of the facility and is sometimes included as part of the initial System Proposal or Contract package prepared by Marketing/Sales.

Important Note for 2110 Projects:
In ST 2110 deployments, the Program Document is rarely truly optional. It is one of the highest-leverage documents in the entire project.
